NY has no distinct clinic-licensing statute requiring a med spa to designate a titled 'Medical Director,' unlike its nursing-home/OASAS/D&TC rules above. Physician involvement is instead enforced indirectly through NY's unusually strict CPOM regime (Educ. Law § 6521; medical services must be delivered through a physician-owned PC, commonly paired with an MSO) — a real practical need for a supervising physician, but not the same legal mechanism as a facility-licensing 'appoint a medical director' rule.

Registered Nurses
Full for general nursing scope (§ 6902), with no physician-supervision requirement for nursing practice itself. RNs are the only non-prescriber category NYSED's Board for Medicine permits to execute medicine-tier energy-device or laser orders (dermis or deeper) under 'general supervision' (available, not on site), one of the most concretely codified delegation frameworks among the states.
Estheticians
Licensed under Gen. Bus. Law Article 27 by the Dept. of State — not Education Law/health-board structure, a genuinely different regulatory track from every other provider here. Requires 600 hours of approved coursework; license renews every 4 years (§ 408). Scope covers face/neck/arms/legs/shoulders appearance services and excludes electrology; no physician involvement required within scope.
If the same business also offers medicine-tier services (deep lasers, injectables), that portion must be a separate physician-owned PC/PLLC — the DOS appearance-enhancement license doesn't extend any authority over medical services performed on the same premises.
