OMH-licensed outpatient Clinic Treatment Programs (14 NYCRR Part 599) and the general outpatient-program rule (Part 587) require 'sufficient coverage by qualified psychiatrists and medical staff' but never name a titled 'medical director' role, unlike OASAS's addiction programs — a real, notable contrast within the same mental-hygiene regulatory family.
